Yes, Graphics Converter Pro for Windows has a batch conversion feature that allows you to convert multiple JPEG files into TIFF and PNG formats.
Does this convert Harvard .HFX files to e.g. JPG or TIF?

No, the software doesn't have the capability of converting a HFX file to JPG or TIF. I have checked the list with all the 500 graphical formats and HFX doesn't appear to be supported.
The HFX file appears to be proprietary which could mean that it can be opened only with proprietary software. Contact the ones you've acquired the files and they should provide additional information on how to open it.
